This application is to construct onto existing 1,424 sq. ft. single-family dwelling a
cantilevered second-floor addition with a 1'x19' overhang over approximately 496 sq. ft.
portion of existing first floor to remain, and a 4'x8' balcony; in place of existing entry
steps construct a 40 sq. ft. covered entry porch addition with steps; reconnect renovated
roof to existing stormwater drywell; and to maintain the existing 10' wide non-turf buffer
along the landward edge of the bulkhead.
The proposed action has been reviewed to Chapter §268, Waterfront Consistency
Review of the Town of Southold Town Code and the Local Waterfront Revitalization
Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is CONSISTENT with the policies of the
LWRP as follows:
Policy 6. Protect and restore the quality and function of the Town of Southold
ecosystem.
6.2 Protect and restore Significant Coastal Fish and Wildlife Habitats.
A. Protect Significant Coastal Fish and Wildlife Habitat values from uses or
activities that would:
1. Destroy habitat values associated with the designated habitat through.
a. direct physical alteration, disturbance, or pollution, or
b. indirect effects of actions, which would result in a loss of habitat.
6.3 Protect and restore tidal and freshwater wetlands.
A. Comply with statutory and regulatory requirements of the Southold Town
Board of Trustees laws and regulations for all Andros Patent and other lands
under their jurisdiction
The proposed lot has the wetland boundary of Pipes Cove which is a designated
Significant Coastal Fish and Wildlife Habitat.
The proposed action is consistent with Policy 6.2A because the proposed action does
not change the building footprint of the dwelling on the already nonconforming parcel,
minimizing development and protecting this designated habitat.
The proposed action has been reviewed to Chapter §268, Waterfront Consistency
Review of the Town of Southold Town Code and the Local Waterfront Revitalization
Program (LWRP) Policy Standards.

2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list,policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its sigAfficant
beneficial and adverse effects upon the coastal area(which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in details listing both supporting and non-
supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions,it shall not be undertaken.

Policies 5&6:
The proposed project would add a 2nd floor master bedroom addition and porch to an existing 1.5 story
single-family dwelling fronting Pipes Cove in Greenport. The majority of the 2"d floor addition will be
located within the dwelling's existing 1'floor footprint,with only a minimal increase to the overall dwelling
footprint as a result of the new porch. Lot coverage would thus be increased only by 91 sf or less than 1
percent. The 2"d floor addition will also be set back from wetlands almost 20 feet farther than the existing
waterside of the dwelling,and well landward of the pier line formed by the adjacent houses. And the septic
waste associated with the expansion from a 3 to 4-bedroom dwelling would be accommodated by the
existing,Suffolk County Dept.of Health Services-approved,4-bedroom, I/A sanitary system. Nonetheless,
to further ensure against potential environmental adverse impacts, mitigation measures are included in the
design, including reconnection of the renovated roof area to an existing stormwater drywell; installation of
project limiting siltation fencing to contain potential runoff and site disturbance during construction;and
permanent maintenance of the existing 10-foot wide non-turf buffer adjacent to the bulkhead,which will
continue to mitigate potential runoff and serve as a sink and filter for contaminants adjacent to the
waterway.Therefore,consistent with LWRP policies 5 and 6,the proposed dwelling additions,with the
associated mitigation measures,will protect both water quality and the quality and function of the
surrounding tidal wetlands ecosystem.
