Re: Proposed Site Plan for 1160 Traveler Street Barn
Location: 1160 Traveler Street. Southold
SCTM#: 1000-61.-2-2 Zoning District— HB - Hamlet Business
This site plan application proposes the expansion and conversion of an existing ±900
square foot barn into a ±1,436 square foot professional interior design studio on a
±0.29-acres parcel located within the Hamlet Business (HB) Zoning District in Southold.
The proposed action has been reviewed to Chapter §268, Waterfront Consistency
Review of the Town of Southold Town Code and the Local Waterfront Revitalization
Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, the proposed action is CONSISTENT with the LWRP
provided that the following conditions are met:
It is recommended that the following best management practice be applied to further
Policy 3. Enhance visual quality and protect scenic resources throughout the Town of
Southold.
1. Comply with Town Code Chapter §280-95B and include a four-foot landscaping
buffer with trees every 40 ft on the right side of the parking lot
2. Replace the proposed nonnative plant species, oakleaf hydrangeas with a plant
species native to New York
To minimize nutrient and pesticide loading into groundwater, best management
practices for landscaped areas on fertilizer and pesticides are recommended:
• Require the use of native, drought-tolerant plants in landscaping.
• Require only the use of organic fertilizers where the water-soluble nitrogen
is no more than 20% of the total nitrogen in the mixture.
• Require a maximum of 1 lb. of nitrogen per 1000 square feet in any one
application, with a cumulative application of no more than 2lbs. per 1,000
square feet per year.
• Prohibit the application of fertilizer products containing nitrogen,
phosphorus, or potassium between November 1 Sr and April 1st.
o The use of phosphorous containing lawn fertilizer is prohibited
unless establishing a new lawn or soil test shows that the lawn
does not have enough phosphorus.
o Products with a percentage of phosphorous higher than 0.67 may
only be used if a new lawn is being established or a soil test
indicates it is necessary.
The proposed action is consistent with Policy 1 because it fosters a pattern of
development in the Town of Southold through the creation of a new business near
Mainstreet.
The proposed action supports the purpose of the Hamlet Business (HB) zoning district,
which is to provide for business development in the hamlet central business areas,
including retail, office and service uses, public and semipublic uses, as well as hotel and
motel and multifamily residential development that will support and enhance the retail
development and provide a focus for the hamlet area in Town Code §280-44 and
complied with the HB permitted uses: Personal service stores and shops, including
barbershops, beauty parlors, professional studios and travel agencies in Town Code
Chapter §280-45A(10).
Based on the Staff Report on April 20, 2026, uses surrounding the parcel are:
North: Traveler Street and LIRR tracks
East: HB zoning, a former surveying business, rear of municipal lot
South: HB zoning, commercial restaurant use
West: HB zoning, Traveler-Watchman building
The proposed action includes incorporating the original building on the property into the
site plan to better integrate the building into the community character of the area.
The proposed permitted use of a new professional interior design studio does not
conflict with the surrounding uses or the zoning district and will enhance the community
character within the HB district.
The Environmental Assessment Form (EAF) Mapper states that the proposed parcel is
located within the New York State protected Long Island North Shore Heritage Area and
The NYS Cultural Resource Information System (CRIS) shows that the proposed action
is directly behind of the historic Henry W. Prince building.

The proposed action is consistent with Policy 2 which states the need to preserve the
historic resources in the Town of Southold.
The proposed installation of an Innovative/Alternative Onsite Wastewater Treatment
System (I/A OWTS) is consistent with Policy 5.1.C.3 which calls for the protection and
improvement of the water quality through the modification of existing sewage treatment
facilities to improve nitrogen removal capacity. The proposed I/A OWTS will reduce
nitrogen inputs into adjacent waters.
Pursuant to Chapter §268, the Board shall consider this recommendation in preparing
its written determination regarding the consistency of the proposed action.
