Execution&Strategy
Since its formation in 2011,the Economic Development Committee has been charged with
recognizing key business issues and identifying initiatives that strengthen and diversify the
Town's year-round economy.To date, this understanding has relied largely on committee
meetings, Chamber feedback, Synergy Summits, and personalized outreach.The EDC's most
recent published survey, completed in 2021, assessed COVID-19's impact on local businesses;
no comprehensive survey has been conducted since.An updated survey would broaden that
data, capturing input from business owners across all hamlets and sectors, including those who
don't typically attend EDC events or public meetings.
The results would give the Committee and the Town Board an evidence base for future decision
making. Specifically, survey goals include:
• Identify recurring challenges around zoning, permitting, staffing, seasonality, and cost of
doing business
• Pinpoint where targeted policy or support would have the greatest impact
• Strengthen the Town's case when pursuing county, state, and federal economic
development resources
• Establish a baseline to measure the effectiveness of future initiatives
• Give business owners a direct, low-friction way to be heard by the Town
This effort directly supports the Comprehensive Plan's goals of achieving a diversified, resilient
local economy and ensuring policy decisions support both business viability and the Town's
character.
Sample Size Calculation for Meaningful Results
To ensure that the survey results are statistically significant and reflect the opinions of the
town's businesses,we need to calculate an appropriate sample size.
Formula for Sample Size Calculation:
• Population size (N): 800+business entities (as inventoried in the Southold Town
Comprehensive Plan)
• Confidence level (Z): 95% (this is standard for most surveys)
• Margin of error(E): 5% (this is standard for public opinion surveys)
• Proportion (P): 30% (for median sample size, assuming no prior knowledge about the
business population)
For 800+ business entities (as inventoried in the Southold Town Comprehensive Plan)with a
95% confidence level and 5% margin of error,the required sample size is approximately 231
respondents.

Dissemination Strategy
The EDC will employ a variety of communication channels to reach a diverse group of
respondents.
Primary Channels:
• Chambers and Business Groups: Send the survey to their members via existing lists.
Communication needs to include a call to action to fill out the survey, stressing the
importance of participation.
• Website:The survey will be embedded on the town's website for easy access.We discussed
having a prominent placement and sending a link through the notification platform.
• Social Media: Share on the town's social media pages and encourage Town Board members
and everyone we know to share via their social media platforms.
• Physical Locations: Posters or flyers with a QR code directing to the survey, placed in local
newspapers (printed and online),town hall, recreational center, libraries, businesses and
houses of worship.
Timeline:
This survey will be available for 8 weeks from date of publishing with an option to extend for
further responses.

THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2026-749 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
AUGUST 25,2026:
WHEREAS,the Town Board of the Town of Southold (the "Town Board"), acting in its capacity
as the Board of Police Commissioners of the Southold Town Police Department(the
"Department"), is committed to the safety and well-being of all residents of the Town and to
maintaining public trust in local law enforcement; and
WHEREAS, operations conducted within the Town by outside law enforcement agencies may
create confusion, fear, and the potential for public safety incidents absent clear local response
procedures; and
WHEREAS,the Chief of Police has prepared a public safety response procedure governing the
response of the Department to such operations,which is intended to protect public safety,
preserve trust between the Department and the community, and ensure timely and transparent
communication with Town officials and residents; and
WHEREAS,the Town Board has determined that formal acknowledgment and publication of
such procedures,together with the creation of a standing Public Safety Committee by a separate
resolution, serve the public interest;
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Southold, acting
in its capacity as the Board of Police Commissioners, hereby acknowledges public safety
response procedures governing the response of the Department to operations conducted within
the Town by outside law enforcement agencies,to be interpreted and implemented consistent
with Chapter 55 of the New York State Laws of 2026 and all other applicable state and federal
law, and without restricting the Department's authority to investigate or enforce violations of the
Penal Law or other criminal statutes; and be it further
RESOLVED,that the Town Board and the Chief of Police will maintain written public safety
response procedures consistent with this resolution,which shall provide, at a minimum,that:

(a) when the Department is notified, by a call to 911 or police headquarters, of an outside
agency operation within the Town or the Village of Greenport, an officer will be dispatched to
verify the operation; and that upon verification, officers will provide a peacekeeping and calming
presence,with body-worn cameras activated in accordance with Department policy,will neither
obstruct nor assist the operation absent a judicial warrant or act as otherwise required by law and
will monitor and seek to de-escalate any confrontation involving bystanders, and will neither
direct, control, nor position themselves so as to impede the operation;
(b) upon verification of an operation affecting public safety, the Chief of Police or his or her
designee will notify the Town Supervisor or his or her designee, who will in turn notify the
members of the Town Board,the Mayor of the Village of Greenport, and the administrators of
affected schools, hospitals, and clinics, such notification is for situational awareness and
preparedness only;
(c) following verification and notification of an operation affecting public safety,the Chief of
Police or his or her designee will issue a timely public statement containing non-sensitive details
of the incident; and
(d) all sworn members of the Department will receive ongoing de-escalation training; and be it
further
RESOLVED,that in addition to the above verification and notification of an operation affecting
public safety,the Board of Police Commissioners, comprising the members of the Town Board,
will conduct a review of the public safety response with recommendations for further action if
circumstances warrant.Non-sensitive details of this review will be shared with the Public Safety
Committee at timely intervals, in a manner that ensures transparency while protecting ongoing
investigations and officer safety; and be it further
RESOLVED,that this resolution is adopted in conjunction with, and shall be read together with,
a standalone resolution of the Town Board that concludes the work of the Public Safety Task
Force established by Resolution 2026-167 and establishes in its place a Public Safety
Committee; and that the Public Safety Committee acting at the direction of the Town Board shall
serve as the principal vehicle for community education and communication regarding the public
safety procedures adopted by this resolution, including the development and dissemination of
educational materials explaining the procedures, what residents can expect from the Department
during outside agency operations, and how to report incidents through 911 or police
headquarters. The Public Safety Committee shall also communicate the non-sensitive details of
the Police Commissioner's periodic reviews of Public Safety Response.

WHEREAS, by Resolution 2026-167, adopted February 10, 2026,the Town Board of the
Town of Southold established a Public Safety Task Force, whose purpose was to examine
the health, safety, and welfare concerns associated with federal immigration policy and to
examine all proposed federal, state, and local legislation for the purpose of advising the
Town Board; and
WHEREAS, the Town Board has determined that the Public Safety Task Force has
completed the tasks outlined in the framework and the Town's continued focus on public
safety is best served by establishing a standing Public Safety Committee charged with
communication, education, and coordination duties; and
WHEREAS, the members of the Public Safety Task Force have served the Town with
distinction,volunteering their time, experience, and expertise, and the Town Board wishes
to express its sincere gratitude to each of them for their dedicated service; now, therefore,
be it
RESOLVED, that the work of the Public Safety Task Force is hereby concluded, and the
Public Safety Task Force established by Resolution 2026-167 is hereby dissolved; and be
it further
RESOLVED,that the Town Board hereby establishes a Public Safety Committee,to meet
at least quarterly, and more often as needed, openly and in accordance with the Open
Meetings Law and the Town's standard committee rules and regulations; to serve a term
of one (1)year renewable by the Town Board at its annual organizational meeting; and to
consist of the following members:
• Two (2)members of the Anti-Bias Task Force;
• Two (2)members of the Police Advisory Committee;
• Two (2)members of the Police Department, including the School Resource
Officer;
• One (1) Community Liaison(Spanish-speaking);
• One (1) representative of the school district;
• One (1) Village of Greenport elected official;
• One (1) community business leader;
• One (1) representative of the houses of worship within the Town of Southold;
and
• Two (2) Town Board Liaisons, one from the Anti-Bias Task Force and one
from the Police Advisory Committee;
and be it further

RESOLVED,that the Public Safety Committee,acting at the direction of the Town Board,
