A. INSTRUCTIONS
1. All applicants for permits* including Town,of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
-minor action list,policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A..aroma action. will be evaluated.. as to its significant
beneficial and:adverse effects.upon the coastal area(which includes all of Southold Town)..
3. If any question in Section C on this fotm is answered "yes"or"no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. .Thus, each answer.must-.be 1 explained in detail�;.listkg both suauorting,and non
sunporthw:facts. If an action cannot be certified as consistent witkthe LWRP policy standards and
conditions,;it shall not be undertaken.

Glassmen/Heller Beach Access Stairs Project Description
Construct stairs to beach starting at permitted 13'5"X12'2" deck leading to stairs with
platforms as follows: TX 6'6" stairs to 3"X3" landing, to12 10"X 3" stairs to 3'X3' landing, to
3' 8"X3' stairs to 3'X'3' landing, to 3'X15' 10" stairs, to 3'X3' landing to 3'X12'10" stairs to
3'X3' landing to 3'X11' stairs,to a final 3'X3' landing. Starting at top of bulkhead, a 4'X5'
cantilevered platform with handrails leading to a removable 4'X. 12' aluminum set of stairs
3'X12' to the beach. Support posts and support materials to be constructed with treated
lumber, all stair treads and railings to use untreated lumber. Project to include handrails plus
fall protection railings on each side. All as per plans dated December 8.2025.
