Box 38 4060 Sunrise Highway, Oakdale, NY 11769 (631)563-0202 ioseph.pokorny@scwa.com Very Truly Yours, 777�� Jeff Szabo FINAL SCOPE SUFFOLK COUNTY WATER AUTHORITY NORTH FORK WATER MAIN PROJECT Riverside/Flanders to Jamesport/Laurel and East Marion to Orient November 2025 1.0 Introduction This document is the Final Scope for the Draft Environmental Impact Statement (DEIS) for the proposed Suffolk County Water Authority (SCWA) Riverside/Flanders,to Jamesport/Laurel and East Marion to Orient Water Main Extensions. The Final Scope includes a brief project description, project location, and purpose and objectives of the Proposed Action. This Final Scope includes a DEIS outline identifying topics and issues of concern, potential relevant environmental impacts, level of detail and analyses needed, project alternatives to be (' considered, available resources, and preliminary potential mitigation measures. The Final Scope has been prepared by environmental consultants, Nelson Pope Voorhis (NPV) on behalf of the Project Sponsor, SCWA, and .has been guided by project- and site-specific environmental information contained in the Environmental Assessment Form (EAF) Parts 1, 2 and 3/ Determination of Significance and the Positive Declaration adopted by the SCWA. This Final Scope has also been guided by verbal and written comments and questions received from involved and interested agencies, local organizations, and the general public during initial agency coordination and outreach and three advertised public scoping sessions held on: • June 4, 2025 at the SCWA building in Westhampton Beach; • June 10, 2025 at the Riverhead Library in downtown Riverhead; and • June 12, 2025 at the Southold Town Recreation Center in Peconic. The Draft Scope was made available on SCWA's official website and in hard copy at the locations listed above and was published in the NYSDEC's Environmental Notice Bulletin (ENB) on May 14, 2025. The scoping sessions were advertised in three newspapers of area-wide distribution including: • Newsday on May 15, 2025 and June 5, 2025; • Riverhead News-Review on May 15, 2025 and June 5, 2025; and • The Suffolk Times on May 15, 2025. l SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel& East Marion to Orient DEIS Draft Scope An extended written scoping comment period was also provided to allow the public and involved and interested agencies additional time to consider and submit input on the necessary scope and content of the DEIS. The written scoping comment period was extended from the initial closing date of June 29, 2025 to July 11, 2025 and a second time at the request of the Town of Riverhead, to August 4, 2025, providing over two months from the time the Draft Scope was accepted by the Lead Agency and notices were published in the NYSDEC's ENB and in area newspapers scheduling public scoping sessions, requesting input,and extending the written comment period. A total of 18 federal, state, regional, county, and local agencies and seven local non-agency private organizations were sent notices indicating the filing of a Positive Declaration under SEQRA, the preparation and availability of the FEAF Parts 1, 2 and 3 and Draft Scope for review and consideration, the dates, times and locations for the three public scoping sessions and written comment period, and SCWA contact information for submission of written comments. This Final Scope was prepared in accordance with the standards and requirements of 6 NYCRR Part 617 State Environmental Quality Review (SEAR) §617.8 "Scoping" and §617.9(b) "Environmental impact statement content." 2.0 Brief Description of Proposed Action and Water Main Routes Phase 1: Riverside-Flanders to Jamesport-Laurel Water Main Project: Installation of approximately 43,052±linear feet(LF) (8.15±miles)of 24-inch diameter ductile iron transmission water main within existing street and highway rights-of-way(ROWs) beginning at the intersection of Flanders Road (SR 24) and Cross River Drive (CR 105) between the Hamlets of Riverside and Flanders in the Town of Southampton where it will connect to an existing SCWA distribution main, then proceeding north along Cross River Drive (CR 105), under the Peconic River/ Peconic Estuary using directional drilling, and north along Cross River Drive in the Town of Riverhead over a total of 3.77± miles until its intersection with Northville Turnpike (CR 43). From there, the proposed water main will extend 0.53± miles to the northeast along Northville Turnpike to the intersection of Northville Turnpike and Sound Avenue, then east (2.42± miles) along Sound Avenue within Riverhead to Pier Avenue and a proposed booster station located 200+ feet north of the intersection of Sound Avenue and Pier Avenue on a vacant 1.5-acre previously partially cleared and disturbed SCWA-owned property identified as Suffolk County Tax Map: District 600; Section 8; Block 3; Lot 1.9). Continuing south from the proposed Pier Avenue booster station then east along Sound Avenue a distance of 1.39± miles to a point south of the Sound Avenue -Jamesport Wellfield and Pump Station at the Town of Riverhead and Town of Southold municipal boundary (Jamesport-Laurel) and SCWA Distribution Area 30 and an existing 16-inch SCWA service main. See attached figures and preliminary engineering plans. Page 2 of 19 SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel&East Marion to Orient DEIS Draft Scope The proposed Riverside/Flanders to Jamesport/Laurel main will convey water at a rate of up to 6,000 gallons per minute (gpm). A total of 3,322± LF (0.63± miles) of the main will be installed using directional drilling, including 1,950± LF beneath the Peconic River, 1,221± LF beneath the Long Island Railroad and Hubbard Avenue, and 171± LF beneath Main Road. Approximately 39,730± LF (7.52 miles) will be installed and backfilled by open cut trenching. Phase 2: East Marion to Orient Water Main Project: Phase 2 involves long-range planning for a possible future 20,000± linear-foot(3.79-mile)water main extension consisting of a combination of 6, 8 and 12-inch diameter mains between East Marion and Orient in the Town of Southold to potentially serve residential and non-residential premises in a Suffolk County Department of Health Services Priority Area in the Hamlet of Orient, south of Sound Avenue along the east shore of Orient Harbor as shown on the attached aerial photographs (Figures 2-1 and 2-2). This improvement would extend east along Main Road (SR 25) from East Marion, just west of Dam Pond a distance of 1.90± miles) to the intersection of Tabor Road, south along Tabor Road and down several streets in this neighborhood, including parts of Orchard Street, Navy Street, King Street, Vincent Street, Willow Street, Fletcher Street, Skippers Lane, Harbor River Road, and Oyster Ponds Lane. An estimated 1,115± linear feet of the East Marion to Orient main will be installed underground via directional drill and the remainder will be installed using trenching. The 1,115± feet of directional drills includes one 445-foot section along Sound Avenue in East Marion,two 200-foot sections along Main Road where culverts are located along Main Road, 95± linear feet from that the intersection of Main Road and Oyster Ponds Lane, 85±feet at the intersection of Main Road and Village Lane, and 90± linear feet at the intersection Main Road and Tabor Road. Peak flow is estimated to be 250 gpm. Service lines will be installed to premises in the Priority Area. Main Installation The proposed water main installations will be located primarily within the paved and unpaved shoulders of street rights-of-way along the identified route consisting primarily of County roads with directional drill crossings beneath the Peconic River, Hubbard Avenue, LIRR and Main Road for the Riverside/Flanders to Jamesport/Laurel route as explained above. (Sections of main to be directionally drilled are shown in blue and sections to be trenched are shown in red on the attached figures.) The typical width of disturbance for main installations within trenches in paved areas will be approximately three feet (3 ft.) and up to 57 inches in depth below ground, unless otherwise affected by other underground utilities, and up to 10 feet of disturbance in shoulder areas, including equipment and materials staging areas. The daily main installation rate for trenched sections is estimated to be 300 to 400 feet/day and up to 600 feet/day or more on long stretches within grassed shoulder areas such as along sections of Cross River Drive (CR 105).The depths of directional drillings are much deeper, reaching a depth of 30+ feet below the Peconic River. The proposed directional drill under the Peconic will consist of a 1,633± foot (horizontal Page 3 of 19 SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel&East Marion to Orient DEIS Draft Scope distance) 24-inch diameter high-density polyethylene pipe (H.D.RE.) which will be encased in bentonite clay. Booster Station A booster station will be constructed to serve the proposed Riverside/Flanders to Jamesport/ Laurel main extension. The booster station will be 405± SF in area and is proposed on part of a vacant 1.5-acre property owned by SCWA. The booster station property is located approximately 200 feet north of the intersection of Sound Avenue and Pier Road on the west side of Pier Road and is identified as SCTM: 600-8-3-1.9. See attached figures. The property was partially cleared in the past but had become overgrown again, mostly with invasive species and this previously cleared area was recently mowed for access and maintenance purposes. Prior to construction an estimated 15,688.9 SF (0.36 acres) of clearing including 12,490.5 SF (0.287 acres) of formerly cleared successional and invasive brush and 3,198.3 SF (0.073 acres) of woodlands will be necessary. The booster station will be set back from the street, a distance of 97±feet and will be 40+feet from the closest adjacent property line.A 16-inch main will be installed onsite from Pier Avenue to the booster station and a 16-inch main will be installed onsite from the booster station back to Pier Avenue. A short asphalt driveway and a small asphalt vehicle parking area for a few cars or trucks will also be constructed to provide access to the station and off-street parking for periodic inspections and maintenance. The access driveway will be located at the same location as the existing driveway entrance and gate near the northeast corner of the property.A generator with sound attenuating enclosure will be provided to ensure ongoing service in the event of a power failure. No new wells are proposed or needed. SCWA will utilize excess capacity that is available in SCWA's South Shore Low Zone. 3.0 Purpose and Objectives The purpose and objectives of the Proposed Actions are to: 1. Provide a long-term solution to the limited supply of potable drinking water on the North Fork by supplementing the existing SCWA system with water sources that will have minimal impacts on and from the salt water interface and replenish and rehabilitate the local aquifer system with the water conveyed to the area. 2. Deliver high quality drinking water from SCWA's South Shore Low Zone. 3. Create a substantial interconnection between the Southold system and the SCWA distribution system to the west thereby increasing overall system reliability. 4. Provide a sufficient quantity of high-quality potable water to all current and future SCWA customers along the proposed route within the Town of Southold with minimal impacts on the aquifer system. Ensure a suitable volume of groundwater and pressure for firefighting, agricultural irrigation, homes and other land uses. 6. Offset future capital costs of purchasing land and developing multiple smaller well fields that will in all likelihood require elaborate treatment systems in order to remove contaminants. 7. Reduce the cost associated with maintaining numerous low-capacity wells, or in some cases take well fields with costly water treatment systems off-line, that currently comprise the Southold Low water supply system. The DEIS environmental analysis will begin, by first reviewing the completed EAF Parts 1, 2 and 3 (Determination of Significance/Positive Declaration) and the approved Final Scope for this environmental assessment after public scoping has concluded.The NPV team will examine plans provided by SCWA and other available information in detail and conduct a field visit to gain greater familiarity with the routing and its surroundings for the purposes of fully understanding existing environmental conditions and the potential impacts that could result from the installation of public water mains. The Team will prepare essential maps depicting soil types, topography,freshwater and tidal wetlands, rare,threatened or endangered ecological resources, cultural resources, coastal resources, established agricultural and other special districts, and other essential information as needed and will submit information requests to the NYS Natural Heritage Program (NHP),the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), and other involved agencies. These resources will be used to evaluate the proposed routing and identify any significant potential adverse impacts of concern. NPV will coordinate with SCWA, and other involved agencies with permitting or approval authority to discuss the details of the proposed project, discuss any concerns and assist in identification of necessary analyses and mitigation options, as necessary. The environmental review will identify the project's SEQRA classification, sensitive environmental resources within, immediately adjacent to or near each project's path that could be impacted, consider the required work to be performed to complete the projects and operate the mains and booster station, determine the potential impacts on natural and man-made resources, and identify any feasible methods and techniques to prevent or suitably mitigate potential environmental impacts to the maximum extent practicable. The proposed assessment and environmental review process will fully comply with the requirements of SEQRA and its implementing regulations at 6 NYCRR Part 617, as well as all applicable standards and requirements of available funding resource programs. Review will also include the identification of all Involved agencies including those responsible for funding, undertaking, approving, permitting or otherwise have review authority under SEQRA. NPV will assist SCWA with any required noticing and filing requirements, as appropriate, and will meet in person, videoconference or audioconference with SCWA representatives as necessary throughout the process. Page 5 of 19 SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel&East Marion to Orient DEIS Draft Scope The DEIS will include study of alternative routes, including a southern option along State Route 25. 4.0 Potential Impacts and Issues for Review Potential impacts and topics for review include impacts on land and soil, groundwater and drinking water quality and supplies, wetlands, surface water bodies and underwater land,traffic and worker safety, historic and archaeological resources, plants and animals including threatened, endangered and other listed species, agricultural land, sensitive land uses, cumulative impacts and growth inducing impacts. The following is a list of the potential adverse impact topics to be addressed in the DEIS based on the Positive Declaration and project scoping. Impact on Land • Work in paved portions of roadway versus unpaved shoulder areas (if any), management and disposition of any excess excavated soil and removed pavement and any vegetation; • Temporary storage and staging of equipment and materials; • Impact of any clearing of land in shoulder areas and in areas disturbed by directional drilling, equipment staging and other disturbances (if any); • Impacts on or from topography; • Impact on or from soils; • Handling and management of excess excavated soil or fluids from trenching or removal. from directional drills; • Impact on land uses and agricultural lands,farming activities, and agricultural districts; • Duration of project; and • Any inducement of growth and development and associated impacts. Impacts on Surface Water,Wetlands,and Groundwater • Waterbody, wetland crossings, directional drilling in underwater lands of the Peconic River, possible dewatering and directional drill discharges; • Work within NYSDEC freshwater or tidal wetlands and within upland jurisdictional areas; • Surface water quality impacts such as from soil erosion and sedimentation or increased runoff,temporary changes in runoff directions, and/or waterbody turbidity; • Consistency with Local Waterfront Revitalization Plans; • Impacts on Significant Coastal Fish and Wildlife Habitat(s); • Depth of water main installations versus depth of groundwater table and whether there is any need for dewatering, and if so, the disposition of water if dewatering is required including an inadvertent return plan for directional drills, if needed; Page 6 of 19 SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel &East Marion to Orient DEIS Draft Scope • Whether a Water Withdrawal or Long Island Well Permit will be required per NYSCRR Part 601 and 602; • Impact on the groundwater source/supply capacity; • Delivery of clean fresh groundwater from an area of abundant supply including areas that may be subject to saltwater intrusion, particularly in Orient and impacts to the Orient aquifer from any increases in water discharge; and • Impact on land from any permanent structures such as pump/booster stations including noise, vibrations, and visual impacts and impact on the existing groundwater wells of SCWA and whether any new wells will be required. Impact on Ecological Resources • Impact on rare, threatened, endangered, or common vegetation and wildlife species, or critical environmental areas, or wildlife habitat from any necessary clearing. Impact on Transportation • Temporary disruption or impact on traffic activity and flow along affected roadways including temporary delays, potential traffic/ pedestrian/ bicyclist/ worker and public safety issues while construction is underway including impacts on or need for avoidance or proper handling of daily commuter traffic, peak summer and fall traffic,festival traffic, and emergency vehicle traffic (police, fire, ambulance), and scheduling. • Need for temporary lane closures in some work areas, traffic calming, traffic signage, traffic cones or barrels, detours(if and where necessary or beneficial),flag persons;street intersection crossings, crossing beneath the LIRR,work occurring during heavier seasonal traffic activity, and during peak traffic hours on work days, anticipated progress in feet/day and equipment staging, potential damage or conflicts with other utilities along route (water mains, underground and overhead utilities) or drainage. • Ability to mitigate such impacts through an alternative route. Impact on Historic and Archaeological Resources • The proposed action including main installation and booster station construction may occur wholly or partially within, or substantially contiguous to, buildings, archaeological sites or districts which is listed on the National or State Register of Historical Places, or that has been determined by the Commissioner of the NYS Office of Parks, Recreation and Historic Preservation (OPRHP) to be eligible for listing on the State Register of Historic Places. • The proposed action may occur wholly or partially within, or substantially contiguous to, an area designated as sensitive for archaeological sites on the NY State Historic Preservation Office (SHPO) archaeological site inventory. Page 7 of 19 SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel&East Marion to Orient DEIS Draft Scope Impact from Noise, Odor or Light • Potential temporary and intermittent noise from trench excavations and backfilling, installation of mains, delivery and staging of pipe/materials and equipment, directional drilling. Noise, vibrations, generator exhausts, outdoor lighting (if any) in construction zones or at booster station, and visual impacts from construction and operation of booster station. Impact on Human Health • The proposed action is located within 1,500 feet of a school, hospital, licensed day care center, group home, nursing home and/or retirement community. Consistency with Community and Other Plans • The proposed action is located in an area characterized by low and moderate density development that will require new or expanded public infrastructure. • The Towns of Riverhead and Southold have raised concerns that the proposed action (installation of a public water main) may induce secondary development or will be growth inducing (e.g., supporting residential or commercial development not included in the proposed action). • 2025 Suffolk County Water Authority Strategic Plan and 2020 Suffolk County Comprehensive Water Resources Management Plan. Other Environmental Impacts • Assessment of growth inducing and/or cumulative impacts that may be associated with the project as a result of providing a clean and suitable supply of water to customers as required by SEQRA. 5.0 Draft Environmental Impact Statement Organization and Content The DEIS will include a project description, location, benefits and objectives, list of required approvals, inventory of existing environmental conditions, assessment of potential environmental impacts, plans to prevent, avoid or suitably mitigate identified potential impacts, review of possible alternatives that are feasible, considering the objectives and capabilities of the project sponsor, and based upon the information and analyses provided, assist in the SCWA's final determination of impact and the appropriateness of moving forward with the project. The Final Scope also identifies those topics or issues that were determined to be irrelevant and any potential impacts that were found to be insignificant. The DEIS will include text, tables, figures, maps and supporting information to constitute a thorough analysis with supporting documentation. City of Rochester(72 N.Y.2d 338, 1988).) 2.0 NATURAL ENVIRONMENTAL RESOURCES 2.1 Topography and Soils 2.1.1 Existing Conditions (Document key route elevations and grades; identify soils and soil associations along the routes and any significant constraints per Suffolk County Soil Survey; describe any significant slope disturbances and dust, erosion and sedimentation, turbidity control measures incorporated into the project;discuss potential surface and subsoil constraints, if any; discuss typical installation process; identify any impacts on agricultural districts.) 2.1.3 Proposed Mitigation 2.2 Water Resources 2.2.1 Existing Conditions (Using appropriate narrative, mapping, tables and quantitative methods where possible,identify all surface waters and wetlands along the route or nearby within applicable agency jurisdictional areas that are nearby(including Peconic River and Estuary,Sawmill Creek, Terrys Creek, Ll Sound, Orient Harbor, Dam Pond; Town, USF&WS, and NYSDEC jurisdictional fresh and tidal wetlands; and underwater lands, etc.) and groundwater and public water supply conditions including groundwater elevations, depth and direction of flow at key locations, area water supply systems, pump stations, existing groundwater contamination and saltwater intrusion concerns, and location within any special water resource protection areas such as the Central Pine Barrens,SCDHS'Water Supply Sensitive Areas, Central Suffolk Special Groundwater Protection Area(SGPA);discuss existing water use and identify water conservation programs and measures currently implemented or recommended by SCWA to conserve water;indicate presence within any Local Waterfront Revitalization Program (LWRP)Areas any local sensitive water resource overlay districts; identify source(s) of water;public water supply quality based on available SCWA water quality monitoring data). 2.2.2 Anticipated Impacts (Using mapping, quantitative and qualitative methods, discuss potential for impact on surface waters, wetlands, underwater lands (e.g., Peconic riverbed directional drill)and potential siltation/sedimentation impacts;discuss any changes in stormwater management, potential impacts and best management practices;discuss impacts on Ll Sound, Orient Harbor, and the Peconic River/Estuary if any; identify any impacts or inconsistencies with applicable LWRPs, temporary surface water use impacts; describe groundwater resources; impacts on the proposed water source and source wells; discuss proposed source drinking water quality based on SCWA monitoring data and identify any significant threats to its quality or volume, source wellfield capacities and current peak volume pumped, and any potential significant impacts on supply; Page 15 of 19 i SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel &East Marion to Orient DEIS Draft Scope 8.0 Initial Identification of Mitigations Preliminary mitigations include the use of standard erosion and sedimentation controls, removal and proper disposal of any excess soil, proper scheduling, and traffic flow and safety controls such as the use of flagmen, traffic signage, use of pylons/barrels, detours and lighting if necessary, properly staging work areas, road resurfacing and shoulder area restoration, etc. A detailed impact analysis and appropriate impact prevention and mitigation strategies will be developed based on the extensive information and data to be collected, field inspections and analyses to be conducted, and input received from various resources, agencies and the public during the DEIS preparation and review stages.These analyses and determinations will be further expanded or enhanced as needed during the FEIS preparation and Findings stages of the SEQRA review. 9.0 Identification of Information and Data to be Included in the Appendices Information and data to be included in the appendices include the final Long EAF Parts 1, 2, 3 and Determination of Significance; approved Final Scope; original correspondences such as from other agencies or community service providers that will be addressed in the DEIS; highly technical or lengthy reports, studies or analyses; raw data (e.g., water quality data) or lengthy in-depth calculations; water main construction plans; and similar documents that must be presented in their entirety, will be summarized in the text of the EIS and, if that technical material must be included in the document, it will be included as an appendix. 10.0 Issues or Topics Not Included 1. One commenter asked if the valuation of properties will increase due to the availability of water since increased land evaluation increases the cost of our land preservation efforts. Page 114, Question No. 9 of the NYSDEC's 2020 SEAR Handbook, Fourth Edition asks, "[a]re there economic or social factors which are inappropriate for inclusion in an EIS?" The Handbook responds by noting that: "Purely economic arguments have been disallowed by the courts as a basis for agency conclusions when concluding a SEAR review by developing Findings. Therefore, potential effects that a proposed project may have in drawing customers and profits away from established enterprises (commonly known as "competitive impacts"), a possible reduction of property values in a community, or a potential economic disadvantage caused by competition or speculative economic loss, are not environmental factors." Based on the above response and assessment of increased property values is considered out of scope for an environmental review. Page 16 of 19 SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel&East Marion to Orient DEIS Draft Scope 2. There is an EAF Part 1 dated 7/29/24 and another one dated 4/30/25. What's the difference? The EAF Part 1 that was used to prepare the duly accepted EAF Parts 2 and 3 (May 6, 2025), adopt the Determination of Significance (Positive Declaration) (executed May 9, 2025), prepare the Draft and Final Scoping documents, and is used as a basis for the DEIS is the April 30, 2025 EAF Part 1. Any changes to the EAF Part 1 between July 29, 2024 and April 30, 2025, can be determined by reviewing the two documents. 3. Explain the issue of segmentation and why the two extensions are linked, the benefit of that. SCWA currently proposes the implementation of Phase 1 (Riverhead/Flanders to Jamesport/Laurel) after the SEQRA process and any other pre construction requirements have been completed, while Phase 2 involves long-range planning for a possible future 20,000± linear-foot (3.79-mile)water main extension (East Marion to Orient Village). The purpose of reviewing the two phases together, regardless of their specific elements, conditions, and scheduling, is to ensure the most comprehensive and holistic environmental review possible and to identify, prevent, or suitably mitigate all significant potential environmental impacts to the maximum extent practicable. 4. How might the future development and water supply for EPCAL factor into an analysis of community benefits? EPCAL is outside of the project study area and is not expected to be significantly or adversely impacted by the currently proposed project or its use of water and is therefore outside the scope of this environmental review. 5. Other possible alternatives were raised by the public during the scoping process including sole use of water conservation efforts, interconnections with Riverhead Water District, use of a Riverhead Water District property to locate the proposed booster station, and an alternative route for main installation. As per 6 NYCRR Part 617, Section 617 the project sponsor must consider "reasonable alternatives to the action that are feasible, considering the objectives and capabilities of the project sponsor." SCWA through its years of planning and analyses and consideration of recent input provided during project scoping identified two alternatives that it deems to be feasible, based on its objectives and capabilities. These include the "No Action Alternative"and an alternative route identified as the"Riverside/Flanders to Laurel (south route)." See Section 5.0 of the DEIS outline above. Page 17 of 19 SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel &East Marion to Orient DEIS Draft Scope One speaker suggested using water conservation methods as an alternative. SCWA currently implements a water conservation program which will be discussed in the DEIS and additional measures may be considered, but this alone will not address the project sponsor's goals and objectives and is therefore not considered a feasible alternative to the project. Other alternatives raised were interconnection with the Riverhead Water District, locating the booster station a Riverhead Water District site in Northville instead of on the currently proposed SCWA property. Each of these alternatives have been considered by SCWA as project sponsor and lead agency and were determined to be nonviable alternatives. The scope includes an alternative a long Main Road (south route). 6. Comments were received suggesting that comprehensive area wide traffic impact studies, air quality impact analyses to assess air impacts from stop-and-go traffic, impacts on police, EMS, and fire department responses, interruptions to agricultural activities such as tractors that may use local streets during construction, and cumulative impacts from potentially numerous other construction projects or future development in the region. In depth comprehensive region wide studies such as these are not practical, viable, or feasible and not expected to be beneficial for this type of project. Instead related impacts will be assessed, prevented or mitigated to the maximum extent practicable through the identification of the numerous standard and additionally identified (as practical) construction-related processes and procedures used to mitigate impacts from similar street utility or street construction and repair projects. This would include but is not necessarily limited to: construction scheduling(season, day of week, hour of day or night based on section and scheduling), temporary lane closures in some work areas, traffic calming methods, traffic signage, installation of traffic cones or barrels, detours (if and where necessary or beneficial), use of flag persons with bright and reflective vests, proper staging of equipment and materials, road resurfacing and shoulder area restoration/ seeding as soon as possible after completion of a section, turning off construction equipment when not in use, dust controls, prevention of unnecessary blocking of driveways or intersecting, streets, etc. 7. Please explain how the Southampton/Riverside Town sewage treatment plant will affect the water source in Flanders. This is out of the scope because the Project will have no foreseeable impact on the Town's Riverside STP. The Town of Southampton included a comprehensive assessment of existing conditions, potential impacts and mitigations for the referenced project including the preparation of a Supplemental DGEIS, Supplemental FGEIS, and the Town Board adopted a Findings Statement finding concluding that the Town and SGEIS: Page 18 of 19 SCWA North Fork Water Main Project Riverside/Flanders to Jamesport/Laurel&East Marion to Orient DEIS Draft Scope 1) considered the relevant environmental impacts,facts and conclusions disclosed in the SDGEIS, SFGEIS, and supplemental Findings Statement; 2) weighed and balanced the relevant environmental impacts with social, economic and other considerations; 3) met the requirements of 6 NYCRR Part 617; 4) provided a rationale for its decision; and 5) found that consistent with social, economic and other essential considerations from among the reasonable alternatives available, the action described [therein] is one that avoids or minimizes adverse environmental impacts to the maximum extent practicable, and that adverse environmental impacts will be avoided or minimized to the maximum extent practicable by incorporating as conditions to the decision those mitigation measures that were identified as practicable during the environmental review process. Specifically, as concluded in part in Finding 2 of the Town of Southampton Town Board's executed April 23, 2024 Findings Statement and supporting documentation: The Proposed Action will not have significant adverse impacts on water resources, including surface waters, wetlands, and groundwater.
