This District has received an application .for a Department of .
the Army permit- pursuant to Section .10 of the River and Harbor., •
Act of 1899 (3.3 U.S.C. . 403 ) ; Section 404 of the Federal Water .
Pollution Control Act ( 86-,Stat. 1052; P.L. 92-532 ) as' appro-
priate, as described below:

WORK: Maintenance dredging and beach nourishment
WATERWAY: Cedar Beach Harbor, Little Peconic Bay
LOCATION: Great.Hog Neck, Town of Southold, Suffolk County, N. Y.
A detailed description and plans of .the proposed work are
inclosed to assist in your review of the proposal.
The decision whether to issue a permit will be based on an
evaluation of the probable impact of the proposed activity on
the public interest. That decision will reflect the national
concern for both protection and utilization of important
resources. The benefit which reasonably may be expected to
accrue from the proposal must be balanced against its reasonably
foreseeable detriments. . All- factors which may be relevant to
the proposal will- be considered; among those are conservation, r '
economics, aesthetics, general environmental concerns, historic
values, fish and wildlife values, flood damage prevention, land
use, navigation, recreation, water supply, water quality, energy
needs, safety, food production and in general , the needs and 4
welfare of the people. No permit wil be granted unless its .
issuance is found to be in the public interest.

mental Impact Statement will not be prepared. A review of the latest
published version of the National Register of Historic Places . and of ,;
the presence or absence of registered properties or properties listed
in the latest published version of the Register as being eligible for
inclusion, . therein, has been made— Presently unknown archeological ,
scientific, .prehistorical or historical data may be lost or destroyed
by work to -.be accomplished under the required permit.
The evaluation of the impact of the activity .on the public interest
will include application of the guidelines promulgated by the. Adminis
trator , U .S. Environmental Protection. Agency, under authority of
Section 404(b) of the Federal Water Pollution Control Act or of the
criteria established under authority of Section 102(a) of. the Marine
Protection,. •Research and Sanctuaries Act of 1972 , as appropriate. srFa
Any person may request, in writing, within the coment period specified
in this notice, that a public hearing be held to consider this appli-
cation. Requests for public hearings shall state, with particularity,
.the reasons . for. holding a public hearing .

Army permit:
1) Permit from the New York State Department of Environmental Conservation.

DESCRIPTION OF WORK
The applicant proposes to maintenance dredge within an existing inlet
to a depth of 5 feet below ,the plane of mean low water.
Approximately 8500 cubic yards is to be dredged on an initial basis and
then as required to maintain the project depth for the life of the' -
-. 10 year maintenance dredging permit, if issued. It is anticipated by the
applicant that it will be necessary to dredge approximately two
times over the ten year period.
The dredged material will be placed on the adjacent shores, east and
west of the entrance to Cedar Beach.Harbor Inlet as beach nourishment.
The purpose of the proposal..is to maintain the existing inlet for safe'
navigation.
