On motion made by Trustee Harris, seconded by Trustee Nickles, it was RESOLVED to recommend to the Southold Town Board denial of the application of James Meskouris to remove a 40' by 10' strip of beach grass to allow access to water for swimming at private property of the applicant at 'Mattituck Creek because there is a significant amount of wetlands that would be destroyed. If the purpose is to create some type of recreational spot, it would be recommended that some sort of dock be put in. Y. 11971 September :28, 1978 Mr. James Meskouris Rt. 188 B Mattituck, New York 11952 Dear Mr. Meskouris : the -'following resolution was adopted by the Southold Town Board at a regular meeting held on September 26 , 1978: WFIEREAS James Meskouris 'applied to the Southold Town Board for a permit under the provisions of the Wetland Ordinance of the Town of Southold, application dated July 5, 1978, and WHEREAS the said application was referred to the Southold Town .Board of Town Trustees and the Southold Town Conserva- tion Advisory Council for their findings and recommendations, and WHEREAS a public hearing was held by the Town Board with respect to said application on the 5th day of September 1978, at which time all interested persons were given an opportunity to be heard, and WHEREAS this Board has thereafter examined all statements and documents submitted with respect to such application and has also visited the premises in question and is therefore familiar with the premises and the affects upon the same which would result by reason of the granting of said application, NOW, THEREFORE, BE IT RESOLVED that wetland application #34 of James . Meskou'ris for permission to remove 40 ft. by 10 ft. strip of beach grass, . allowing access to water for swimming ' ' . be DENIED in all respects because there is a significant amount of wetlands that would be destroyed. This application is .to be completely filled in by typewriter or ink and submitted to the Town Clerk in quadruplicate, accompanied by written permission from the owner of the property if not the some as the applicant: B. Pilot Plan must be drawn to scale on the reverse side of this application showing the location of property, the names and locations of owners of adjoining properties, and a detailed description of proposed project. (Note: Copies of the Pilot Plan may be made by a copy machine and-attached to the Permit Application.) -C. No operation shall be initiated by the applicant until all permits that are required are issued.- D. A detailed statement of the rehabilitation and proposed condition of the premises after the work is completed must be given, including a survey if required. E. If permit is being sought _for a more sizeable excavation than the construction of a private single dock or jetty, then this application must be accompanied by a survey and topographical map . certified by a registered land survey or Professional Engineer. The horizontal control of survey shall be based upon an approval Iocall coordinate system. The vertical control for elevation and sound- ings shall be based-upon United States Coast and Geodetic Survey and/or United States Geological Survey datum. F. A statement must accompany the application describing any known prior operations conducted on the premises in question and whether any prior licenses or permits have been issued to erect structures or to dredge or deposit fill on said premises and whether any such permits or licenses were ever revoked or suspended by a governmental agency. G. A filing fee of $25.00 shall accompany the application. This filing fee includes one inspection, there is a $5.00 fee for each additional inspection. H. The Town Board upon request of the applicant for a permit, may waive in whole or in part, the provisions of Article II, Section 210, subdivisions (d) and (g) where it finds that nature of the proposed operations are such that 'the requirements of such provisions are not necessary for a proper consideration of a permit application. I. Upon approval of this application the Town Clerk will issue a permit to the applicant.
